fa بررسی انتقادی شاخص «زنان، کسب‌و‌کار و قانون» بانک جهانی پیرامون نقش‌آفرینی زنان در عرصه اقتصاد؛ رهیافتی بر الگوی تمدنی سوم زن A critical review of the World Bank's "Women, Business and Law" index on the role of women in the economy; An approach to the third civilizational model of women تخصصي Special پژوهشي Research <div style="text-align: justify;">یکی از روش‌های مرسوم نهادهای بین‌المللی برای تأثیرگذاری بر رفتار کشورهای جهان در موضوعات مختلف، تعیین شاخص و رتبه‌بندی آنان بر‌اساس اهداف معیّن است. در همین راستا، بانک جهانی با تعیین شاخص «زنان، کسب‌و‌کار و قانون» در حوزه نقش‌آفرینی اقتصادی زنان کشورها را مورد ارزیابی قرار داده است که جمهوری اسلامی ایران در جایگاه 176 از میان 180 کشور قرار گرفته است. بررسی علمی شاخص «زنان، کسب‌و‌کار و قانون» سال 2023 بر‌اساس روش تحلیل انتقادی نشان می‌دهد که این شاخص به عللی از‌جمله «عدم‌توجه به آداب، فرهنگ، سنت، بوم و خواست مردم به‌ویژه زنان هر منطقه»، «الحادی و ضدشریعت‌بودن شاخص‌ها»، «روش جمع‌آوری داده غیرمتناسب»، «نامعتبر بودن اطلاعات و گزاره‌های اشتباه در ارزیابی شاخص‌ها» و سایر انتقادات علمی، فاقد وجاهت و صلاحیت لازم برای تعیین شاخص و ارزیابی کشورها بر حسب آن و تنظیم مناسبات بین‌المللی بر‌حسب آن ارزیابی است. همچنین با در‌نظرگرفتن الگوی تمدنی سوم زن، با عبور از دوگانه تقلیل‌گرایانه زن شرقی-غربی، امکان نقش‌آفرینی توأمان در عرصه خانوادگی و اجتماعی را فراهم می‌سازد. این پژوهش بر ضرورت طراحی شاخص‌های بومی مبتنی بر مبانی دینی و فرهنگی تأکید نموده و لزوم پایبندی به اصل نفی سبیل در تعامل با نهادهای بین‌المللی را خاطرنشان می‌سازد.</div> <div style="text-align: justify;">One of the common methods of international institutions to influence the behavior of countries in the world on various issues is to determine an index and rank them based on specific goals. In this regard, the World Bank has evaluated countries by determining the "Women, Business and Law" index in the field of women's economic role, with the Islamic Republic of Iran ranked 176th out of 180 countries. A scientific study of the 2023 "Women, Business and Law" index based on the critical analysis method shows that this index lacks the necessary validity and competence to determine the index and evaluate countries based on it and regulate international relations based on that evaluation, due to reasons such as "lack of attention to customs, culture, traditions, environment and the will of the people, especially women in each region", "the atheistic and anti-Sharia nature of the indicators", "inappropriate data collection method", "invalid information and erroneous statements in evaluating the indicators" and other scientific criticisms. Also, by considering the third civilizational model of women, by overcoming the reductionist dichotomy of Eastern-Western women, it provides the possibility of playing a role in the family and social arenas. This research emphasizes the necessity of designing indigenous indicators based on religious and cultural foundations and highlights the need to adhere to the principle of negating the mustache in interactions with international institutions.</div> شاخص «زنان, کسب‌و‌کار و قانون», بانک جهانی, اسلام, الگوی تمدنی سوم زن.
