fa نظارت بر قدرت سیاسی براساس رویکرد علوم انسانی اسلامی (نظارت ولایی) عمومى General پژوهشي Research <div style="text-align: justify;"><span style="font-family:IRLotus;"><span style="font-size:14.0pt;">قدرت‌ در ذات خود مستتبع فساد است؛ ازاین‌رو، تاریخ پر از دغدغۀ اندیشمندان نسبت ‌به نظارت بر کارگزاران است. بدیهی است هر حکومتی نیز برای دورماندن از مفاسد،‌ مطابق مبانی خود،‌ گونۀ متمایز از نظارت بر کارگزاران را مدنظر قرار داده است. نظام ولایی نیز، به ‌مثابه نظام برآمده از آموزه‌های اصیل اسلام،‌ رویکرد بومی از نظارت را متناسب با مبانی خود ارائه کرده است که ضمن تمایز نسبت‌ به رویکردهای نظارتی در نظم‌هایی چون سلطنت مشروطه و دموکراسی،‌ از امتیازات فراوانی نسبت‌ به آن‌ها برخوردار است. این رویکرد از نظارت (نظارت ولایی) با تحفّظ بر ویژگی‌های ممتاز برای حاکم،‌ نظارت را در راستای کارآمدی حاکم و تحدید قدرت کارگزاران،‌ به‌کار می‌بندد و علاوه‌بر مؤلفه‌های نظارت سنتی در فقه،‌ از این قابلیت برخوردار است که در فرایند بازخوانی مؤلفه‌های مدرن نظارتی،‌ نسخه‌ای مستند به شریعت از آنان ارائه کند. در نظارت ولایی، علاوه‌ بر فراگیری نسبت‌ به مراحل تأسیس، إعمال، توزیع و گردش قدرت، نظارت تقنینی، ساختاری و قضایی نیز مورد عنایت و مشتمل بر نظارت توأمان درونی و بیرونی و نظارت نخبگانی و توده‌وار است. نظارت ولایی علاوه‌بر کاربست در نظام جمهوری اسلامی ایران،‌ از قابلیت ارائۀ رویکرد نظارتی برای سایر نظام‌های سیاسی نیز برخوردار است.</span></span><span dir="LTR"><span style="font-family:IRLotus;"><span style="font-size:14.0pt;"></span></span></span></div> <div style="text-align: justify;">Power inherently creates corruption; Therefore, history is full of concerns of thinkers regarding the supervision of brokers.
