Towards a Conceptual Framework for Religion, Spirituality, and Urban Planning in Iran: A Thematic Analysis of Published Literature (2014–2025)

Despite significant and substantial research on the relationship between religion, spirituality, and urban planning in Iran, this field still struggles with discursive fragmentation and a lack of a unified framework for theoretical consolidation. Aiming to lay the groundwork for such a framework, the present study explores the fundamental themes of this domain. Employing an inductive thematic analysis (using Atlas.ti software) and examining 25 key sources, five central themes emerged. These five themes—namely Urban Theology, the Islamic City, Urban Jurisprudence (Fiqh), Urban Spirituality, and the Right to the City—constitute the core dimensions of the conceptual framework. Organized within a tri-layered logic (ontological, normative-methodological, and empirical-critical), these themes offer a coherent framework for redefining the city. In contrast to previous reductionist approaches that have examined these dimensions in isolation, the findings of this study reveal that the resulting framework possesses three distinguishing characteristics: first, redefining the city as the materialized embodiment of Tawhid (Divine Unity) within social relations; second, replacing the isolated “duty-bound citizen” with the “civilization-building citizen” as the primary urban actor; and third, transitioning from the extraction of ad hoc rulings to the design of macro-models for collective living. By elucidating the intrinsic linkages between religious and urban discourses, this framework serves a dual purpose. First, it bridges the existing theoretical gap and delineates a novel paradigm for indigenous theorization and urban policymaking based on Islamic values. Second, it provides researchers and planners with actionable pathways to confront the challenges posed by the dominant capitalist discourse and intra-discursive epistemological ruptures.
