Institutional fragmentation, research duplication, and the divide between university and seminary (Hawzah) centers undermine the efficacy of Islamic humanities in Iran. This study conducts an empirical pathology of inter-agency interactions, ranks the barriers to synergy, and designs an optimal synergy model. The framework integrates the methodological foundations of Islamic humanities with collaborative and network governance, cross-sector collaboration, and sociological neo-institutionalism. An expert survey of 14 research managers, faculty members, and advanced seminary scholars used a 56-item Likert questionnaire (54 unique items), analyzed with Wilcoxon tests (Holm-adjusted), Friedman, Mann–Whitney, and correlation tests. The current state of interactions was significantly below the midpoint (M = 2.39 of 5); internal weaknesses (4.03) and external threats (3.96) outweighed strengths (2.66), placing the centers in the defensive (WT) SWOT quadrant. Structural-legal (4.10) and political-governance (4.05) barriers were the most severe, and a focus on paper counting rather than problem-solving (4.43) was the sharpest policy pathology. Barrier severity correlated positively with action priorities (ρ = .618). A three-layer, problem-oriented network model is proposed, comprising macro-level governance (a federated National Research Network), meso-level infrastructure and funding, and micro-level incentive reform, with 1-, 3-, and 5-year roadmaps. Given the small sample, the findings are exploratory.
